Evaluating Digitalization Opportunities in Senegal With Governance in Mind

Developing nations such as Senegal are putting policies into place to encourage the adoption of digital technology for economic inclusion and development planning. However, there are still few comprehensive evaluations of how digital technologies affect families and people in terms of welfare and distributional impacts. This research examines the Digital Senegal Strategy and evaluates how equal access to digitalization can provide equal opportunities. Senegal's economy lacks access to modern information technologies, and skilled workers. Keeping these aspects in mind, an evaluation of the Digital Senegal Strategy against realistic digitalization opportunities may be timely. Our study shows that Senegal is at the inflection point towards great digital transformation realized by digital opportunities observed in the growth of the private sector, affecting primarily untapped local talent and entrepreneurs, while at the same time advocates the to balance this with governance initiatives. We argue that a Digital Senegal Strategy that includes governance mechanisms, is useful in achieving significant growth in the economy and a clear pathway of Senegalese prosperity.
