Air Traffic Management (ATM) plays a critical role in guaranteeing flight safety and security, and therefore is a top priority for the development of civil aviation. This paper is a first attempt to integrate the notion of ‘Green’ in the air traffic management technology development paradigm. As such, in this paper, we briefly outline the history of ATM development and summarizes the three stages of ATM development with the three core dimensions of "communication", "navigation", and "surveillance". We also explain the current progress of ATM security technology and corresponding challenges.
