Carbon quotas are an effective tool for governments to reduce carbon emissions and have a clear and far-reaching impact on controlling carbon emissions. In this paper, the payoffs of the government and commercial airlines are analyzed by using the evolutionary game ideas, and the expected returns of both parties are further calculated based on their strategic probabilities. In this government-airlines-airlines tripartite game, the cost of the government is the key point to achieving carbon emission reductions. This paper also shows the carbon quota price, and the tax rate of quota trading will accelerate the achievement of the final result. The reduction cost of airlines does not impact the final results significantly.
